Lore
The Cross of Penance is typically given to high ranking members of a lawful good religious order who have committed egregious sins, and honestly seek to atone. The item is given as both a punishment and a blessing to those who hold it, as the burden it places on the wielder lessens as they grow closer to redemption. They way the clergy sees it, if the actions one must take to relieve themselves of the burden don't help to change their outlook, the pain of lugging a hundred pounds of metal for months certainly will.
