Effect P: A torrent of snow and ice falls in the area, blocking all sight.

Effect: You summon a icy storm from the plane of water to hinder and harm your enemies. The Ice freezes on the ground leaving it slippery and wet. The area is considered Slippery Terrain [DC 18].
